AN ANALYSIS INTO THE IMPACT OF STANDARDS ON THE OPERATION OF SLOVENIAN COMPANIES

2.2 The role of SIST – Slovenian Institute for Standardization

                       In standardization environment, SIST acts as the Slovenian national standards body
                       who adopts, issues and maintains standards for Slovenia as well as the wider
                       European and international area. As member of CEN, CLC, ISO, IEC and ETSI, SIST
                       has the possibility to delegate experts into these organizations’ working groups.
                       Under the authority of the Ministry of Public Administration, SIST also maintains
                       liaison with ITU-T and ETSI, and with ISO/IEC JTC1, and directs the preparation of
                       national positions in telecommunications and information technology
                       standardization and their transposition to the international level.

                       This possibility grants SIST the copyright to the first development documents
                       in developing a standard (new project, working document), which are not publicly
                       accessible. Through SIST, Slovenian companies can participate in the design of new
                       standards at the international and European level. This offers them the possibility to
                       promote the interests of either individual companies or industry, and also provides
                       them with ready access to information on new technologies and trends. So SIST has
                       a unique role in Slovenia in promoting the growth of the Slovenian economy,
                       and has the power of strategically guiding future development.

                       SIST acts as a non-profit institute, a sui generis legal person governed by public law,
                       and it is an independent national standards body. In this role, it represents Slovenian
                       interests as an equal part of European and international standardization system,
                       following the directions of “Vision 2050” and “Slovenian Development Strategy 2030”,
                       which was adopted by the RS Government on 7 December 2017.

                       Chapter 6 of the Slovenian Development Strategy 2030 defines standardization as
                       one of the instruments contributing to the implementation of the Strategy:
                       “A competitive and socially responsible entrepreneurial and research sector” in RS
                       will achieve its goal, inter alia with the aid of standardization, “by providing a support-
                       ive and predictable support environment, systems of standardization, accreditation
                       and metrology, and through promoting the development of high-tech companies.”
