AN ANALYSIS INTO THE IMPACT OF STANDARDS ON THE OPERATION OF SLOVENIAN COMPANIES
The analysis of in-depth interviews shows quite diverse opinions about the
role of SIST. While most certification bodies and associations see the role
of SIST merely as preserver and protector of language, the companies are
much more aware of its role. The interviewees share unanimous opinion that,
although well organized, SIST is nevertheless understaffed and underfunded.
SIST thus urgently needs more funding from the budget.
Through increased financial support, SIST could support greater
international activity of its members, and at the same time improve
its information systems, which are at present quite obsolete.
Several interviewees also share the opinion that SIST should offer standards
with mandatory use free of charge. This could be done through buying
copyrights for the standards of European and international organizations
for standardization, with the State ensuring financial compensation to SIST.
Then SIST could offer the standards free of charge to all companies registered
in Slovenia. According to the belief of a competent interviewee, SIST would
have full support in this by the Slovenian professional and academic public.
In particular the interviewees believe that the enthusiastic individuals who take
part in the development of standards adapted to the Slovenian market should
be given proper recognition. They often invest all their knowledge and time into
developing standards, and at the same time waive all their copyrights,
as provided by the rules on participation in the international, European and
national technical working bodies. According to one of the interviewees,
such individuals deserve free access to the published standard.
